July : The Gujarat government has appointed Dr. J.N. Singh, a 1983-batch Gujarat cadre IAS officer, as new Chief Secretary of the State in place of G.R. Aloria, who is superannuating on July 31st.
His order was issued by the Personnel Department headed by Additional Chief Secretary Anil Mukim.
Dr. Singh is currently Additional Chief Secretary (Finance) and also officiating as Managing Director of Gujarat State Petroleum Corporation (GSPC

2. Rajesh Kumar Chaturvedi appointed CBSE Chairman

July : The government on July 14 , 2016 appointed a 1987- batch IAS officer Rajesh Kumar Chaturvedi Chairman of the Central Board of Secondary Education (CBSE) for a five-year term.

This happened just after the Department of Personnel and Training rejected former Human Resource Development Minister Smriti Irani's choice Sarvendra Vikram Bahadur Singh for the crucial post and divested the Ministry of the power to send a panel of names for the appointment. The post had been lying vacant from December 2014.

3. Suresh Angadi appointed Chairperson of Parliament House Committee

July : Suresh C. Angadi, who is serving his third consecutive term as member of the Lok Sabha from Belagavi, was appointed Chairperson of the House Committee, a parliamentary standing committee, by Speaker Sumitra Mahajan on July 21 , 2016.

The outgoing Chairperson, Arunram Meghwal, handed over the charge on completion of the one-year term of the office, at New Delhi .

According to sources in Mr. Angadi’s office here. The committee was re-constituted with 11 of the 12 members (one vacant) on June 12 this year.

4. Sham Bhatt appointed Chairman of Karnataka Public Service Commission (KPSC)

August : T. Sham Bhatt, Principal Secretary, Cooperation, has been appointed Chairman of Karnataka Public Service Commission (KPSC).

The appointment is bound to be controversial as Mr. Bhatt — who had served as Transport Commissioner as well as Bangalore Development Authority 

He has nearly 18 complaints pending before the Lokayukta against him.

While the complaints are being probed, Lokayukta had already recommended action in two cases.

5. D Rajkumar appointed CMD of BPCL; Utpal Bora to head Oil India

July 11 : Technocrats D Rajkumar and Utpal Bora were today appointed as Chairman and Managing Director (CMD) of Bharat Petroleum Corporation Ltd (BPCL) and Oil India Ltd respectively. 
Rajkumar is, at present, working as Managing Director of Bharat Petro Resources Ltd, a unit of BPCL focused on exploration and production. Bora is Executive Director in Oil and Natural Gas Corporation (ONGC) Limited. 
Rajkumar will take over the charge on or after October 1, 2016 after retirement of BPCL's current chief S Varadarajan in September. BPCL is a state refiner and retailer. 

6. Noted archaeologist B R Mani appointed National Museum chief

July 25 : Noted archaeologist B R Mani, who had supervised the excavation work in the disputed Ramjanmabhoomi-Babri Masjid site in Ayodhya in 2003, was today appointed as Director General of National Museum. 

The Appointments Committee of Cabinet has approved Mani's appointment to the post for three years or till attaining the age of 70 years 

Budha Rashmi Mani had retired as Additional Director General of the Archaeological Survey of India (ASI). 

7. IAS officer A B P Pandey appointed CEO UIDAI

July 21 : Senior IAS officer A B P Pandey was today appointed as the Chief Executive Officer of Unique Identification Authority of India (UIDAI), mandated to issue Aadhaar numbers to all citizens in the country. 

Pandey, a 1984 batch IAS officer of Maharashtra cadre, is the first CEO of UIDAI, which was formed in January 2009. He is at present working as its Director General and Mission Director.

UIDAI issues Aadhaar, a 12-digit unique identification number that serves as a proof of identity and address anywhere in the country.

The Aadhar (Target Delivery of Financial and Other Subsidies. Benefits and Services) Bill. 2016 was introduced in Lok Sabha as Money Bill On March 3 , 2016 . The Bill is aimed at giving statutory backing for transferring government subsidies and benefits to targeted people by assigning the Aadhar numbers i.e. unique identity numbers.

The government considers the Aadhar bill to be a significant instrument for implementing its Direct benefit transfer (DBT) schemes by better targeting its beneficiaries 

At present,  the Aadhar card is used for the public distribution system, LPG subsidies, the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGA), the Jan-Dhan Yojana, pension and provident fund schemes 


Every resident who has resided in India for 182 days in the one year preceding the date of enrollment application shall be entitled to obtain an Aadhar number.

Uses of Aadhar Number UID:

(1) Verifying the identity of a  person receiving a subsidy or a service.

(i) As a proof of identity of the Aadhar number holder for any purpose asked by any public or private entity.

(iii) it cannot be a proof of citizenship or domicile.

Key Functions of UID:

(i) Assigning Aadhar numbers to individuals.

(ii) specifying demographic and biometric information to be collected during enrollment.

(iii) Specifying the usage of Aadhar numbers for delivery of subsidies and services.

(iv) Authenticating Aadhar numbers.

Composition of UID:

It will consist of a chairperson, 2 part-time members and a Chief Executive Officer (CEO), The chairperson and members must have experience of at least 10 years in matters such as governance technology, etc.

The UID will be the nodal authority that will record the entity requesting verification of a
person's identity, time of request and the response received by the entity. The purpose of
identity verification will not be maintained.

Information to be Submitted For UID:

Individual has to submit his

(i) demographic (name, address, date or birth) information.

(ii) biometric (finger print iris scan, photograph), Other biometric and demographic information can be collected as per regulations of the Unique Identification Authority (UID).

Offenses and Penalties:

For unauthorised access to the centralised database and revealing any information stored in it, a person may be punished with imprisonment upto 3 years and minimum fine of Rs.10 lakh. If an enrolling agency and requesting entity fail to comply with rules, they shall be punished with imprisonment up to 1 year or a fine up to Rs. 10000 or 1 lakh or with both.

Valsad (Gujarat): The Tithal beach in Valsad district of Gujarat is all set to become the first disabled-friendly beach in India on February 12, 2016. The project will include construction of slopes with no barriers or steps and installation of detailed signage so that the disabled can reach the water without any assistance. Construction on the 3 km long beach will be made in two phases. 

Puducherry: Sri Aurobindo International Centre for Education, Puducherry became the India's first fully solar powered institute (Educational) on February 7, 2016. The institute regularly generates thrice the electricity it consumes through solar power plants installed on the roofs of the dining room, primary school, library and high school in the campus. The institute has been self-reliant in energy since September 2014. 

Sikkim: The Union Ministry of Agriculture and Farmers Welfare decided to set-up the National Organic Farming Research Institute in Sikkim. The decision to this effect was taken by the Union Agriculture Minister Radhamohan Singh and Sikkim Agriculture Minister Som Nath Paudyal in New Delhi on February 6, 2016. The institute is set to be established by upgrading the existing Regional Centre of the Indian Council of Agricultural Research (ICAR) in Gangtok. The setting-up of the institute is of primary importance for Sikkim as it was declared as the first organic farming State in the country in January 2016 by the Prime Minister Narendra Modi. 

Lao Cai (Vietnam) : The world's longest three-rope cable car system was inaugurated in Vietnam's Lao Cai province. With a total length of 6292.5 m, the system was recognised by the Guinness World Records as the world's longest three-rope cable car route, and also the world's biggest height gap between its departure and arrival stations of 1410 m. The system, connecting Muong Hoa Valley and Fansipan mountain in Lao Cai, some 250 km North-West of capital Hanoi, has a capacity of 2000 passengers per hour with each cabin accommodating 35 people. 

Ahmedabad (Gujarat): The Indian government announced on January 30, 2016, their decision to nominate Ahmadabad as the UNESCO world heritage city tag this year. January 30 was the last date for countries to send their nominations to UNESCO for the title, results of which will be announced in June 2017, and the government has confirmed that Ahmedabad, and not Delhi or Mumbai, is its pick. The Culture Ministry is supposed to officially endorse nomination before it can be sent to UNESCO. There are over 250 world heritage cities across the globe, but India (despite its long history and numerous heritage sites) has no UNESCO-recognised world heritage city. 

Mumbai (Maharashtra): India's first aircraft carrier INS-Vikrant got its permanent war memorial on the eve of January 26, 2016, in Mumbai. It was unveiled by Vice-Admiral SPS Cheema, Flag Officer Commanding-in-Chief, Western Naval Command, and Municipal Commissioner Ajoy Mehta, at a traffic island opposite Lion Gate over the Naval Dockyard. This magnificent aircraft carrier and India's proud was a sculpture created with pieces of metal from the shipbreaking yard, designed by eminent metal sculptor Arzan.

India and Nepal have signed 7 agreements for cooperation in various fields on February 20, 2016. These agreements were signed at a summit meeting of Prime Minister Narendra Modi and his visiting Nepali counterpart KP Sharma Oli in New Delhi. 
This is first official foreign visit of KP Sharma Oli after he became Prime Minister of Nepal.

• MoU In the Field of Performing Arts : 
Singed between Nepal Academy of Music and Drama and Sangeet Natak Academy. It aims to enhance relations in the field of performing arts between both countries. 

• Letters of Exchange on Transit Routes :
Operationalisation of Vishakhapatnam Port 
Transit between Nepal and Bangladesh through Kakarbitta-Banglabandh corridor. 

• Letters of Exchange on Rail Transport :

(I) Rail transit facility through Singhabad for Nepal's Trade with Bangladesh. 

(ii) Rat transport to and from Vishakhapatnam. 

• Inauguration of Muzaffarpur-Dhalkebar Transmission Line :
Initial supply of 80 MW from Nepal to India It will be later augmented to 200 MW by October. 2016 and 600 MW by December 2017. 

• Establishment of Eminent Persons Group (EPG) :
It will comprise 8 members with each country nominating 4 members. Its mandate would be to review bilateral relations and recommend measures including institutional frameworks to enhance bilateral ties.

Credit rating agencies in india and Its Functions : A credit rating agency (CRA, also called a ratings service) is a company that assigns credit ratings, which rate a debtor's ability to pay back debt by making timely interest payments and the likelihood of default. An agency may rate the creditworthiness of issuers of debt obligations, of debt instruments,and in some cases, of the servicers of the underlying debt,but not of individual consumers.

Incorporated in 1993, Credit Analysis and Research Limited (CARE) is a credit rating, research and advisory committee promoted by Industrial Development Bank of India (IDBI), Canara Bank, Unit Trust of India (UTI) and other financial and lending institutions. CARE has completed over 7,564 rating assignments since its inception in 1993.

ONICRA Credit Rating Agency

ONICRA was established in 1993 by Mr. Sonu Mirchandani as a rating agency. It analyzes data and provides rating solutions for Individuals and Small and Medium Enterprises(SMEs). ONICRA has an extensive experience in operating a wide range of business processes in areas such as Finance, Accounting, Back-end Management, Application Processing, Analytics, and Customer Relations. It has rated more than 2500 SMEs.

Fitch Ratings is a global rating agency committed to providing the world's credit markets with independent and prospective credit opinions, research, and data. Fitch Ratings is headquartered in New York and London and is part of the Fitch Group.


ICRA was established in 1991 by leading Indian financial institutions and commercial banks. International credit rating agency, Moodys, is the largest shareholder. ICRA has a dedicated team of professionals for the MSME sector and has developed a linear scale for MSME sector which makes the benchmarking with peers easier.
